Oil Deposit on Spark Plugs engine lugging

Hi am new here and would like some advice on an oil deposit on the firing tip of one of my spark plugs.

I had already replaced all of the spark plugs, cleaned the coils, replaced filters (air, fuel, oil) and also change the engine oil. But still the engine lugs/tremors like if there is still a dead spark plug.

What are my options on how to fix the problem? Or is it time to remove the head?

When you say "Oil Deposit on Spark Plugs" do you mean that oil is pooling/gathering around the plug in the spark plug well?
