My drivers side seat belt seems to be losing it's retraction tension. I have to now push it up so it can retract all the way back in.
Does anyone know how to pretension them?

Probably something you don't want to play with... they have a small charge (the pyrotechnic variety) in them to tension them in the event of an accident, they are triggered at the same time as the airbags.

What normally happens with rh front seat belts in vehicles (4wds seem to suffer this more than passanger cars) is the belts get stiff from dirt/grease off your clothes/body & the top belt guide gets a build up of crud on the surfaces that the belt slides over
One solution is to pull the belt all the way out & give it a wash with soapy water to soften it up again & leave it out until it is fully dry & clean/scrape the crud off the guide slot (the inside & outside of it if possible)
