Steam from exhaust. Hard to start

Is there possibility EGR leaking internally..
exhaust is "steamy".... as expected slight fuming for kms..... Not white, black or blue. Transparent like a cold day. Yes a "burst of white" after extra cranking

pressure tested system. head gasket appears oK very hard to start, lazy starter replaced. new injectors, glow plugs, filter. Spill valve checked. Relays and fuses checked and rechecked Scan code was map sensor replaced...removed tank unit Injectors re bled.. Normal sludge in Intake manifold.
Mechanic swears its not electric but starts with a jump.
Idles Ok.. 900-1100 rpm has a flutter that goes
At one stage.... Half dozen cranks and would lock up.. over that and cranks enough for compression test...(next...) , *** any way Egr blank is a fix?

What happened.,? .. I fixed it !.. Thanks for the help??? a mechanic and a sparky & umpteen hours of searching useless information and heap of parts. Beer o'clock Friday
