And interestingly, RACQ insures my vehicles, and the drawer system is included on the policy as a modification / accessory, and they never asked me for compliancing certificates or modification plates....

Gotta be careful with that, as while they may cover you for that modification, if an enquiry finds that the modification (even if they covered it) contributed to the accident in any possible way, they can deny the claim.

In regards to removing the 3rd row seats without a plate... you'd have to catch a very knowledgeable police officer on a very bad day to be canaried.

But you can put those seats back in, so it is not a permanent removal, so no mod plate is needed. If the seat belts are removed then yes that is deemed to be a permanent removal so then you would need a mod plate. Why a mod plate...... because you have permanently changed the seating capacity of the vehicle.

OK, as I said each to their own.
As stated I have been told from 3 x seperate sources a plate is needed. I grant you the chances of getting pinged are remote but for me I want to stay legal. The information I have posted says I am currently not legal.
At the end of the day the sun will still rise tomorrow and we will still be driving our Prado's regardless but mine will be a little heavier with another compliance plate
