Having been involved in the powdercoating game for a little while, I can say that it is bl00dy difficult for even the best powdercoater to get paint into the cracks where the majority of the photos are showing rust. As such, there will be a bare metal edge deep inside and that's where the rust is forming IMO.
Possible solution? Try to make sure that prior to powdercoating the whole bar is prepped properly before painting? Pay more attention to getting sufficient paint into the corners so that it flows into the gap as it melts? It would be difficult for ARB to police that one I reckon as it's usually the skill of the individual painter that determines the quality of the finish.
